The ARPANSA standard requires a cumulative assessment of all transmitters at a site, as well as any nearby transmitters, that contribute to the total EMR level. While individual radiocommunications licensees can meet the ACA regulations (but not necessarily the ARPANSA standard) by providing a single report for their own antennas, this process does not meet OH&S needs. Therefore, our management process must focus on the site owner who has the only direct relationship between all licensees at a site and therefore is the only entity capable of ensuring all legal and technical requirements, including OH&S, are met. The site owner has obligations under OH&S whether or not he actually operates the transmitters and that obligation cannot be divested under any contract with site occupants. The site owner also has rights and can maximise the utility of rooftop and tower space, an outcome which can also be of benefit to site occupants, using our independent online services.
